The bill proposal for the Registration and Evaluation of Chemical Substances Act presented last year was finally promulgated. It aims to strengthen the control on critical control substances. Under the Act, the manufacturer or importer of the product containing critical control substances shall report any modification of relevant information and its use prior to the manufacture or import. The provisions include as follows:
- The manufacturer or importer must report any modification of major items reported for the critical control substance. (e.g. a modification of its volume, exposure information, use, content)
- An administrative fine will be imposed, if not reporting any modification or if reporting it falsely.
