The revision drafts of MVCA concerning substitutes parts and warranty repair for manufacturing defects were promulgated on June 10, 2022. The revision intends to set forth a legal basis of recommending warranty repair for manufacturing defects to vehicle manufacturers, thereby protecting the consumer rights. In addition, it expands the scope of the substitutes parts certification to the parts subject to self-certification, aiming to enhance the competitiveness of mid/small-sized vehicle parts manufacturers and contribute to the parts industry. The revision include as follows:
- To abolish the requirement of excluding self-certified parts from the scope of substitute parts certification (Article 30-5 Clause 2)
- To recommend warrant repair of manufacturing defects to vehicle manufacturers according to the resolution of the vehicle safety/defect deliberation committee (Article 32-2 Clause 6)
